allow scrolling drag and drop in sidebar

I am rearranging some nested rems into new folders. New folders go to the top of the list (right under the DOCUMENTS heading).

If the rem I need to move is way down in the sidebar, I can’t drag it up to the new folder because the scrolling list in the sidebar doesn’t scroll while dragging the rem. The Move function works, but adding a way to have the sidebar scroll while dragging would be more intuitive and faster.
