Allow to customise the hotkey to toggle Quote

Add a hotkey option to toggle whether a selected text is a quote or not.
If you press the hotkey while you have text selected, the highlighted text will turn into a quote.
If you press it while you have nothing selected, the rem where your blinking cursor is will turn into a quote.

Please allow to make it a custom keyboard shortcut, because until 1.8 you couldn't even type the two quote symbols on a German keyboard to make a quote, forcing you to use the toolbar each time to make a quote.

Why?

Sometimes you copy a quote, inline code, or function names or variables into your document and want to mark it as such. To do this, you'd then have to hover over the text, select it, find the small "Quote" icon in the popup bar (while not accidentally pressing the "Code" icon and having to start all over) and press it. This gets cumbersome very quickly. A hotkey you could assign would make this much faster.
I do this a lot for inline code.
Typing the two quote symbols is too slow, because you'd have to retype the copied text, and you can't copy into the quote.
