apply text formatting to selected rems

I can add highlighting to a rem but not text formatting. For example, I copied a long bit of text from an email which was formatted with italics. I can select the rem and apply highlighting, but Ctrl-i doesn’t remove the italics. I have to select just the text to be able to change the formatting.
