Pen/Touch Scrolling in Reader simple tweak

Turn off current default action where “area highlight mode” is auto-activated when user does mouse or touch/pen-input action over blank margin area of pdf doc. Currently mouse/pen/touch input over the blank space in the margins of the pdf reader document defaults to “area highlight mode” (cursor turns into cross bars). It would be nice if this were turned off by default (or if an option was provided in settings to keep it off by default). This is because it gets in the way of scrolling the document via pen or touch which is a constant use action required for those who like to scroll this way while reading docs on a tablet or touchscreen laptop.
